He acts as a pillar of the community from what his friends and family say both on and off the police force. Neat and tidy person and believes you should look your very best no matter what.
History:
Ever since Bill was little he always knew what he wanted to be. He was born to a family who possessed stands who all governed the power of words and he had a favorite word that he wished to be the most powerful in the world. Law. It was around the time he was 10 that he realized that the world was becoming a dangerous place for stand users. Anyone who had the power of a stand would be sent out to the Mars colony. Bill and his family tried their best to hide their stands the best they could and Bill wasn't even sure he had a stand until he accidentally used his to see older students exchanging drugs in the school bathroom. Reporting the incident to the office he felt like his power, used in secret for the sake of the law, could be a force of good. To this end, he would make his dream of becoming a police officer reality.
When he was older and his younger brother Morgan started high school he knew that something was wrong. Morgan instantly became popular in school, gained top marks, and had a plethora of friends by the end of the month. Bill's own investigation into the matter concluded that Morgan used his stand to manipulate the whole school into thinking he was something he wasn't. Morgan was brash, antagonistic, and a down right thug who was involved in gangs despite Bill's own attempts to prevent his brother from going down that path. Bill was furious that Morgan would dare to endanger his family, to so pettily use his powers for personal gain, and worst of all he broke the Law. It was a simple matter to trap his brother after carefully observing his schedule. By notifying the UN ahead of time and admitting everything he was able to work for them to bring his brother down and have him shipped off to mars. But there was one small thing he needed to do...Bill used his stand to erase his parent's memory of their own stands as well as the memory of Morgan from their minds while the UN agents were distracted with Morgan. He couldn't have Morgan tarnishing his family's name with his reckless disregard for the Law. Bill now serves as an agent of the UN on call for whenever he is needed as well as serving as a police officer in his home town.

Silence has the ability to erase words from a target's vocabulary. Once a word is erased all associated meanings of that word are also erased and any memories solely defined with that word are also erased. If the word "Hot" is erased the person cannot use the word "Hot" in a sentence. They also will not know what "Hot" means, or what objects are and are not "Hot". All memories associated with the word "Hot" will still exist but are harder to access when the keyword used to access that memory has been erased. You can think back to a day that was "Hot" and humid but not recall that it was "Hot", only humid. When the person speaks, a word that Silence want's to target will float from that person's mouth and Silence can then erase it by attacking it with the eraser shaped protrusions jutting out above it's fists.

It has a rose vine like etching all across it's body that doesn't reach it's head which is completely featureless except for a small, bright red tassel that juts out from the top of its head.

Delerium is a rather plain looking mech with a brilliant polish of its unpainted armor. It does have larger than normal arms for a mech it's size as well as thicker legs as well. Its head is a partial sphere ending at the neck rather than a humanoid one. On its back there is a rather intricate array of thrusters.
Weapons and Abilities:
Delerium possesses virtually no ranged capabilities but it makes up for its lack of ranged potential with its incredibly lethal melee capabilities and surprising speed. Both arms house a powerful pile bunker that can pierce the thickest of enemy armor. The bunker's themselves can also be detonated within enemy mechs to cause even more catastrophic damage. The bunkers also are covered with a universal system communicator that after piercing an enemy mech with the bunker it can unload the "Delerium" Virus that causes all forms detection equipment to go haywire. The virus isn't very potent and can be cleared in a matter of seconds but that's all the time Delerium will need to land the finishing blow.
Stand Burst*: Delerium can fire the explosives out of it's pile bunker's while keeping the pile bunker's themselves intact. This is Delerium's only form of ranged attack and is only effective up to 20 meters, but anything within that 20 meters or closer will probably have it armor heavily damaged. The shock of the attack also will leave the Delerium helpless for 3 seconds as its servos readjust to the recoil.
