History: Arthur was born in a normal family with a standard upbringing, but what mattered most to him in life was to exert control over others and to be respected, something which would be impossible since people made fun of him whenever he tried to be a bully at school since he wasn't threatening at all. The actual bullies there took offence to his actions and picked on him, constantly bullying him and making his delusions even worse as he desired revenge. Eventually he got his Stand and gave in to his cravings, using it to attack his bullies and make himself feared at school. This caused the government to easily find him, lock him up and send him to Mars. However as time passed the government realized a certain way to use his Stand that could help them out, so they contacted him and offered him a job in the Anti-Stand User team as long as he swore his loyalty to them. Seeing the job as a good opportunity to fulfill his dream, Arthur accepted it.
The job involved creating a hospital in Mars made solely to relieve Stand users of their Stand powers, allowing them to become non-users and return to a normal life to Earth. The government wanted this to reduce the amount of rebels around Mars, since having a convenient way out of Mars would heavily suppress the rebellious feelings exiled Stand users would have. Arthur took advantage of this and secretly made his "cures" cost exorbitant prices, making him quite wealthy in the process by Mars standards. The government eventually found out about this and threatened to send him back to jail again unless he took care of a particular group of rebels that were living on Mars with stolen mechs. Arthur accepted this deal and now patiently waits for the time to strike.

Ability: Memory Motel is a Stand with the ability to gradually erase memories from its targets with a special fluid on its fingertips that is theoretically able to remove any memory, even that of one's own birth. However, the Stand cannot select memories to erase, instead it slowly starts erasing all memories the target had before the Stand touched them. For example if the target had just known that there was a sale on Saturday and the Stand lightly tapped them for an instant and then stopped, the target would forget about that sale but remember everything else about their life. Memory Hotel's memory erase is so strong that it can even suppress the memories of a Stand user's Stand, causing them to forget that they have a Stand and therefore rendering them unable to use it normally.
Memory Motel is also an automatic Stand that will constantly lock on a target marked by the user. It will however try to eliminate or avoid anything that actively tries to stop it from reaching its target. Because of this any damage to it isn't reflected to the user and it has unlimited range.
